How to Get Electricity for the First Time
What is needed to electrify an apartment building:
To electrify an apartment building, the required documents are:
- Electricity application form (DEI form).
- Certified copy of the Building Permit, with the stamp of the Urban Planning Service for the final electrification of the property. To begin the process, it is sufficient to submit a photocopy of the Urban Planning Document, simply certified for authenticity by a public or police authority, KEP, or by our service if the original is presented.
- A clearance or space reservation for a substation from the relevant DEI service when the building exceeds 2,500m3, or an engineer's declaration for buildings smaller than 2,500m3 with full utilization of the building coefficient, where required. If there is a space reservation for a substation, the substation space contract (purchase or lease) must be signed before electrification.
- Land plot survey, meter layout plan (basement and ground floor) for more than three meters, stamped and signed by an engineer, where required.
- Elevator operation license, where required.

- Endorsed by the relevant tax authorities (both the owner and electrician), for building permits issued before December 31, 1994.
- Certificate from the owner’s tax authority, for building permits issued after December 31, 1994.
- Declaration from the local municipality with the square meters for municipal tax, municipal fee, and real estate property tax.
What is needed to electrify a detached house
To electrify a detached house, the required documents are:
- Electricity application form (DEI form).
- Certified copy of the Building Permit, with the stamp of the Urban Planning Service for the final electrification of the property. To start the process, a photocopy certified for authenticity can be submitted.
- Installer’s Declaration (ΥΔΕ) from a private electrician, either:
- Endorsed by the relevant tax authorities for building permits issued before December 31, 1994.
- Certificate from the owner’s tax authority for building permits issued after December 31, 1994.
- Declaration from the local municipality with the square meters for municipal tax, municipal fee, and real estate property tax.
What is needed to electrify a commercial space, workshop, etc.
To electrify a commercial space, workshop, warehouse, etc., the required documents are:
- Electricity application form (DEI form).
- Certified copy of the Building Permit, with the stamp of the Urban Planning Service for the final electrification of the property. A photocopy certified for authenticity can be submitted.
- Installer’s Declaration (ΥΔΕ) from a private electrician, either:
- Endorsed by the relevant tax authorities for building permits issued before December 31, 1994.
- Certificate from the owner’s tax authority for building permits issued after December 31, 1994.
- Declaration from the local municipality with the square meters for municipal tax, municipal fee, and real estate property tax.
- Installation and operation permit for production units (e.g., industrial and commercial units, warehouses), from the relevant industrial authority, in accordance with P.D. 84/84 and Law 2965/01, Article 6, Paragraph 8, where required.
- Clearance or space reservation for a substation from the relevant DEI service when the building exceeds 2,500m3, or an engineer's declaration for smaller buildings with full building coefficient utilization, where required. If there is a space reservation for a substation, the substation space contract must be signed before electrification.
What is needed to electrify a building under construction
For construction work, a temporary construction site power supply is provided. The required documents are:
- Electricity application form (DEI form).
- Certified copy of the Building Permit, with the stamp of the Urban Planning Service for construction site use.
- Installer’s Declaration (ΥΔΕ) for the construction site, without endorsement from the tax authority.
- Declaration from the local municipality with the square meters for municipal tax, municipal fee, and real estate property tax.
What is an "electricity supply contract"
An electricity supply contract is the necessary agreement signed between the consumer and DEI to provide electricity to the property. It defines the relationship between the consumer and the supplier (DEI).
What is the advance payment against consumption
The advance payment is not a guarantee, but a partial payment for the electricity that is sold to the consumer, collected later due to technical reasons such as meter readings, bill issuance, and payment deadlines.
What are connection fees
DEI is required by Law 4483/65 (Article 8) to collect connection fees during initial electrification. According to the law, 20% of this fee is retained by DEI as a connection right, while the remaining 80% is deposited in the Bank of Greece as state revenue.
