(Re)Inspection of Electrical Installations

DESCRIPTION

The risk of electric shock or fire due to electrical issues can be significantly reduced through regular inspections of electrical installations (DEI certificates).

Current legislation specifies certain requirements and obligations for these inspections, depending on the type of property.

To ensure that your electrical installation is completely safe, it must comply with the applicable standards and legal regulations. For this reason, regular inspections are required as defined by law (Government Gazette 470, Issue B, March 5, 2004).

 

The HEDNO certificate is required in the following cases:

  • For the electrification of construction sites.
  • After the completion of any new electrical installation, before it is put into operation.
  • After any modifications or extensions to the installation, before activation.
  • At regular intervals as specified by law to ensure that no wear or damage has occurred that could affect safety.
  • When a name change on the DEI account is requested, and the certificate has expired.
  • When reconnection is requested, and the certificate has expired.
  • When an increase in power supply from DEI is requested.

 

The HEDNO certificate includes:

  • A Declaration of Responsibility from a Licensed Electrical Installer and a Delivery Report of the installation.
  • Electrical installation inspection protocol according to ELOT HD 384.
  • Electrical installation inspection protocol according to KEE (for older installations or if both standards apply).
  • A single-line diagram of the electrical panel.
  • A floor plan showing the cable routes, as well as the locations of switches, outlets, lighting, motors, and panels.

 

Re-inspections according to current legislation must be conducted as follows {classification of internal electrical installations (EHE) and the intervals for regular re-inspections}:

  • The classification of electrical installations into Categories A, B, and C is done by the person preparing the declaration (YDE).
  • The classification may be noted in the YDE with abbreviations, e.g., an electrical installation in a flower shop may be referred to as B1.
  • If an installation includes areas that fall into different categories (mixed installation), it is classified under the category with the shortest re-inspection interval.
  • If deemed necessary for safety reasons, the person preparing the YDE may set a shorter re-inspection interval than the maximum allowed. In such cases, it must be justified in the declaration.

 

Category A: Electrical installations in residences and similar spaces, with a maximum re-inspection interval of ten (10) years

  1. Residences or apartments
  2. Detached houses
  3. Monasteries and communes
  4. Common areas and staircases in residences and similar spaces
  5. Residential storage rooms and related areas
  6. Parking areas in residences and similar spaces
  7. Exterior areas of residences (gardens, private pools, saunas, jacuzzis, etc.)
  8. Other cases in this category not mentioned above.

 

 

Category B: Electrical installations in professional spaces, with a maximum re-inspection interval of five (5) years

  1. Flower and gardening shops
  2. Closed pumping stations for irrigation, water supply, and sewage
  3. General warehouses
  4. Paint shops
  5. Factories
  6. Workshops
  7. Libraries
  8. Offices
  9. Vehicle showrooms
  10. Retail stores in enclosed spaces
  11. Shopping centers without their own substation
  12. Laboratories
  13. Printing and publishing activities
  14. Medical practices and physiotherapy clinics
  15. Dry cleaners and laundromats
  16. Restaurants, cafes, and bars with up to 50 patrons
  17. Confectioneries and dairy shops
  18. Coffee roasting shops
  19. Professional spaces without business activity
  20. Beauty institutes
  21. Computer centers
  22. Candle-making shops
  23. Common areas of professional buildings
  24. Jewelry stores
  25. Barber shops and hair salons
  26. Livestock and poultry farms
  27. Canteens
  28. Butcher shops and fish markets
  29. Harbor sheds
  30. Temples that receive up to 50 people
  31. Hotels and guesthouses with up to 50 people
  32. Woodworking shops
  33. Produce stores
  34. Grocery stores
  35. Film production studios
  36. Laundry facilities and cleaners
  37. Bakeries and confectioneries
  38. Radio and television stations
  39. Supermarkets without their own substation
  40. Vehicle repair shops
  41. Covered parking facilities
  42. Leather goods polishing shops
  43. Printing presses
  44. Pharmacies
  45. Bakeries
  46. Tutoring schools
  47. Photography studios
  48. Photocopy centers

Category C: Electrical installations in entertainment venues and public gathering spaces, as well as outdoor professional installations, require re-inspection every two (2) years

  1. Rural clinics, health centers
  2. Airports
  3. Courtrooms
  4. Salt flats
  5. Amphitheaters
  6. Open professional and amateur sports fields (football, basketball, volleyball, tennis, badminton, etc.)
  7. Open pumping stations
  8. Archaeological sites open to the public
  9. Nurseries, kindergartens, daycare centers, orphanages
  10. Public libraries
  11. Electricity generation installations connected to HEDNO
  12. Outdoor electric vehicle charging stations
  13. Exhibitions
  14. Shopping centers with their own substation
  15. Seasonal refreshment stands (e.g., beach bars)
  16. Construction sites
  17. Theaters, puppet theaters, shadow theaters
  18. Greenhouses
  19. Public and private buildings where transactions with the public occur
  20. Institutions for people with disabilities
  21. Equestrian clubs
  22. Fish farms
  23. Shops providing products for consumption on-site (e.g., restaurants, cafes, bars) with more than 50 patrons
  24. Entertainment venues
  25. Cinemas
  26. Outdoor public spaces and professional storage areas
  27. Public areas in entertainment venues
  28. Cemeteries
  29. Clinics, hospitals, psychiatric facilities
  30. Schools (primary, secondary, and higher education)
  31. Event and reception venues
  32. Amusement parks and playgrounds
  33. Port facilities for pleasure boats
  34. Museums
  35. Temples and places of worship with more than 50 attendees
  36. Hotels with spaces hosting more than 50 visitors
  37. Nursing homes and elderly care units
  38. Childcare centers for children under 6 years old
  39. Public squares and parks with public lighting
  40. Fuel stations
  41. Temporary accommodation for earthquake or fire victims
  42. Public pools, both indoor and outdoor
  43. Railway stations
  44. Supermarkets with their own substation
  45. Publicly accessible caves
  46. Military camps
  47. Outdoor parking areas
  48. Prisons and reformatories
  49. Ski resorts
  50. Campgrounds
  51. Sports gathering venues
  52. Passenger waiting areas (at airports, bus/train/tram/metro stations, etc.)
  53. Quarantine zones for people, animals, plants, or agricultural products
  54. Fairgrounds
  55. Concert venues
  56. Conference venues
  57. Refugee reception centers
  58. Other cases in this category.

 

The results of the re-inspection must be recorded in a protocol, in accordance with the applicable Standards and Legislation. This protocol provides written evidence that your electrical installation meets safety criteria and is submitted to your local HEDNO office.
